Dr. Muhammad Qadeer Alam holds an LL.M. in Criminal Law and Criminal Justice from the University of Sussex and completed his Ph.D. on the death penalty under the supervision of Professor Roger Hood, Professor William Schabas, and Dr. Nadia Bernaz. In 2025, he served as an Academic Visitor at the Centre for Criminology, University of Oxford, researching the historical development and reform of prisons in India.

He has held several senior positions within the Punjab Prisons Department, including Superintendent Jail at multiple institutions, and previously served as a Corrections Mentor with the United Nations Mission in Liberia (UNMIL). He currently serves as Assistant Inspector General (AIG), Inspectorate of Prisons, Punjab.

In his present role, Dr. Alam represents the Punjab Prison Department before the Supreme Court and High Court, contributes to prison policy and procedural reforms, serves on the Provincial Parole Board, and evaluates mercy petitions of death-row prisoners. He is also a member of the federal committee drafting the new Prisons Act for the Model Prison in Islamabad.

He has authored six research articles published in HEC-recognized journals on critical issues confronting Pakistan’s criminal justice system. In addition, two of my recent blogs on prison reform and capital punishment were published by the Faculty of Law, University of Oxford.
